The overall objective of the project of which this contract will be a part is as follows:

The overall objective of this contract is to improve the education sector governance and financing, with a link to the Public Financial Management Reform (PFM), public administration reform and nutrition and education nexus, in order to support achievement of SDG4 “Equitable Access to quality education and improving learning outcomes for primary and secondary students”.

This Technical Assistance is part of the complementary measures envisaged in the “Basic Education Support Programme in Lao PDR”, delivering through a budget support modality.

The purposes of this contract are as follows:

  • Purpose 1: To strengthen the links between resource allocation, management and execution of the education sector with the overall national PFM and public administration reforms;
  • Purpose 2: To improve the alignment and harmonisation of sector policy and support.


Qualifications and skills

  • Graduate university (Master’s degree or equivalent qualification) in Education or Economics or Finance, Social sciences or equivalent relevant, directly related discipline;
  • Or equivalent of 2 years professional experience in education and social sectors for a Bachelor’s degree holder (in addition to below general professional experience); and
  • Proficiency in English (minimum C1 level).

General professional experience

  • A minimum of 8 years of general professional experience in providing capacity development and training for public sector;
  • At least 5 years of experience working in development (economies) countries or Least Developed countries (this experience of 5 years can be included in the experience duration above).

Specific professional experience

  • At least 5 years working experience either in professional development and training for education management staff in the areas of education management; education planning; finance, monitoring and evaluation;
  • Experience in minimum one project/assignment in developing a professional development and training for education management staff.

The following professional and technical skills would be an advantage

  • Fluency in Lao language;
  • Working experience in Education sector/system in Laos.
