The global objective of the project is to support the preparation of programming for the Instrument of Pre-Accession Assistance (IPA III) for 2020 and 2021.

The specific objective of this assignment is to improve maturity of the actions proposed under the Action Fiche “Preparation of European Transport Corridors projects” by providing the following services:

• Briefly assess the relevance of the proposed actions to address the problems identified at institutional, economic and social level and any additional problem arising in the transport sector;
• Review the current “state of play” of each proposed actions, including the existing studies and design;
• Propose the most suitable strategy to reach the intended objectives of the action fiche (feasibility studies and detailed design ready for tendering);
• Prepare terms of reference and associated budget to deliver the proposed actions.

Qualifications

Qualifications and skills:

At least a Master’s Degree Academic level in Transport Economy and/or Project Planning or in its absence, general professional experience of three (3) years above the minimum general professional experience requested below.

General professional experience:

At least 6 years of general professional experience in the area of identification and preparation of feasibility studies, CBA, CEA, design and implementation of Transport (road and/or rail) projects.

Specific professional experience:

Team Leader related to development of Transport (road or rail) feasibility study and/or designs of road and rail infrastructure in at least 2 (two) completed projects. Experience with drafting Terms of Reference (pre-feasibility and/or feasibility studies) for EU financed Transport project is an asset.

Language skills:

Fluent in English.
