The overall objective of the project of which this contract will be a part is to contribute to reducing malnutrition in Lao PDR with a focus on gender and disadvantaged groups, with a link to the Public Financial Management Reform (PFM), public administration reform and nutrition –education-agriculture nexus.

This Technical Assistance is part of the complementary measures envisaged in the EUR 42 million EU sector Reform Performance contract ”Support to the Lao PDR National Nutrition Strategy and Plan of Action”, delivered through a Budget Support modality.

The main purpose of this contract is to strengthen the institutional capacities of the National Nutrition Committee/Secretariat (NNC/S) to implement the National Nutrition Strategy (NNS) and National Plan of Action for Nutrition at central and sub-national levels, and notably to:

• Improve nutrition planning, budgeting, tracking, and reporting in the concerned sectors under the framework of the convergent approach;
• Improve the cohesion and harmonisation of sector policies and strategies to the National Nutrition Policy and Strategy.

Qualifications

Responsibilities:

This Expert will work on a part-time basis and provide intermittent inputs (estimated seven missions, of a duration of at least 45 working days each). His/her responsibility will be to lead the activities under Results 1 and 2, with responsibility for thorough analysis and needs assessment at all levels and for the design and progressive implementation of a comprehensive capacity building process. This Expert/Team Leader will play a significant role in advising and mentoring the Government in response to key issues of the NNS reform agenda, and will facilitate a smooth implementation of the project including the mobilisation of ad-hoc expertise for short term assignments where needed. He/she will be responsible for reporting and liaison with development partners. He/she will also be responsible for the support staff and for the quality and timeliness of their deliverables.

Qualifications and skills

• Graduate university degree (Master’s degree or equivalent qualification) in domain related to food security and nutrition, sustainable agriculture, social sciences, development economics or equivalent relevant, directly related area;
• Or relevant proven professional experience (of at least 5 years in addition to below general professional experience) at international level in policy analysis and advice related to food security, nutrition, and sustainable agriculture for a Bachelor’s degree holder;
• Experience as Team Leader gained in at least 3 projects managed for public or private sector and/or donor funded projects; and
• Fluency in English (minimum level C2)

General professional experience

• A minimum of 10 years of professional experience in policy analysis, planning, coordination, development, evaluation and system innovation.

Specific professional experience

• A minimum of 5 years of professional experience working within a ministry or any public entity as a public employee or external advisor in developing and reviewing national food and nutrition security and /or multi-sectoral nutrition strategies and related action plans;
• Proved experience in analysis, costing and budgeting of nutrition related policies and programmes, with a focus on Agriculture.

The following professional and technical skills would be an advantage:

• Experience in minimum three projects demonstrating knowledge in EU Budget Support and in compliance assessment with results framework (general and specific conditions);
• Familiarity with EU development cooperation projects and procedures;
• Experience working in South East Asian Countries.
