The overall objective of the project of which this contract will be a part is to contribute to reducing malnutrition in Lao PDR with a focus on gender and disadvantaged groups, with a link to the Public Financial Management Reform (PFM), public administration reform and nutrition –education-agriculture nexus.
This Technical Assistance is part of the complementary measures envisaged in the EUR 42 million EU sector Reform Performance contract ”Support to the Lao PDR National Nutrition Strategy and Plan of Action”, delivered through a Budget Support modality.
The main purpose of this contract is to strengthen the institutional capacities of the National Nutrition Committee/Secretariat (NNC/S) to implement the National Nutrition Strategy (NNS) and National Plan of Action for Nutrition at central and sub-national levels, and notably to:
Responsibilities:
This Expert will work on a part-time basis and provide intermittent inputs (estimated seven missions, of a duration of at least 45 working days each). His/her responsibility will be to lead the activities under Results 1 and 2, with responsibility for thorough analysis and needs assessment at all levels and for the design and progressive implementation of a comprehensive capacity building process. This Expert/Team Leader will play a significant role in advising and mentoring the Government in response to key issues of the NNS reform agenda, and will facilitate a smooth implementation of the project including the mobilisation of ad-hoc expertise for short term assignments where needed. He/she will be responsible for reporting and liaison with development partners. He/she will also be responsible for the support staff and for the quality and timeliness of their deliverables.
