The overall objective of the project of which this contract will be a part is to contribute to reducing malnutrition in Lao PDR with a focus on gender and disadvantaged groups, with a link to the Public Financial Management Reform (PFM), public administration reform and nutrition –education-agriculture nexus.

This Technical Assistance is part of the complementary measures envisaged in the EUR 42 million EU sector Reform Performance contract ”Support to the Lao PDR National Nutrition Strategy and Plan of Action”, delivered through a Budget Support modality.

The main purpose of this contract is to strengthen the institutional capacities of the National Nutrition Committee/Secretariat (NNC/S) to implement the National Nutrition Strategy (NNS) and National Plan of Action for Nutrition at central and sub-national levels, and notably to:

• Improve nutrition planning, budgeting, tracking, and reporting in the concerned sectors under the framework of the convergent approach;
• Improve the cohesion and harmonisation of sector policies and strategies to the National Nutrition Policy and Strategy.

Qualifications

This Expert will work on a part-time basis and provide inputs at strategic stages over the project‘s duration (estimated five missions, of at least 45 working days each). His/her tasks will mainly relate to Result 1, in close collaboration with the relevant Ministries, notably the Ministry of Finance.

General qualifications and skills:

• Graduate university (Master’s degree or equivalent qualification) in Economics, Public Finance Management, Public Administration or equivalent relevant, directly related discipline;
• Or  equivalent proven professional experience (of at least 5 years in addition to below general professional experience)  for a Bachelor’s degree holder; and
• Fluency in spoken and written English (at least level C1).

General professional experience

• At least 8 years of experience in Public Finance Management in developing countries or countries with economies in transitions.

Specific professional experience

• At least 5 years of experience assisting a Ministry of Finance in PFM reform, in particular public expenditure planning, budget formulation, execution and monitoring.
• Experience in minimum one project/assignment in nutrition-related policies and expenditure management reform.

The following professional and technical skills would be an advantage:

• Experience in minimum three projects demonstrating knowledge in EU Budget Support and in compliance assessment with results framework (general and specific conditions).
