The overall objective of the assignment is to enhance the impact of the European (EU, EU Member States) development cooperation work in Kenya and the work of the Development Partners Group by bringing together resources and capacities and by improving coordination, communication and visibility, and by promoting the cross-cutting objectives of the European Union which include: environment and climate change, rights-based approach, persons with disability, indigenous peoples and gender equality.

The specific objectives are:

1. Support the overall effectiveness of the European Union aid to Kenya through support to the implementation and monitoring of the National Indicative Programme of the 11th EDF and in the pre-programming exercise for EU funds in Kenya post-2020;

2. Enhance the impact of the European aid to Kenya, through increased coordination, harmonisation and alignment among EU Member States and the European Delegation and with other development partners (DPs) and the Government of Kenya leading to greater aid effectiveness and visibility of European joint support;

3. To enhance the overall effectiveness of the European aid to Kenya through the support to the Development Partners Group in Kenya and the Government of Kenya.


It is expected that the category II expert will be based in Kenya for the time of the assignment; however, s/he will be able to work remotely for input for a maximum of 30 working days.

Qualifications and skills:

Education: Master's degree related to at least one of the following fields: international development, international relations, economics, law. In absence of a master's degree, equivalent professional experience (Bachelor’s degree plus at least one year of additional experience in the fields mentioned in addition to the required general professional experience of 6 years fixed below). These years are additional to the required general professional experience of 6 years.

General professional experience:

  • S/he will have at least 6 years of general professional experience in the sector(s) related to the lot.

Specific professional experience:

  • S/he will have experience of minimum 2 years in development cooperation.

Specific requirements that entail an advantage:

  • Experience in conducting analytical research related to sectors of cooperation;
  • Recent experience in Kenya;
  • Experience in other African countries.

Other skills:

  • Good interpersonal and communication skills;
  • Fluency in English and ability to draft documents in written English to an international standard.
