The overall objective of the assignment is to enhance the impact of the European (EU, EU Member States) development cooperation work in Kenya and the work of the Development Partners Group by bringing together resources and capacities and by improving coordination, communication and visibility, and by promoting the cross-cutting objectives of the European Union which include: environment and climate change, rights-based approach, persons with disability, indigenous peoples and gender equality.

The specific objectives are:

1. Support the overall effectiveness of the European Union aid to Kenya through support to the implementation and monitoring of the National Indicative Programme of the 11th EDF and in the pre-programming exercise for EU funds in Kenya post-2020;

2. Enhance the impact of the European aid to Kenya, through increased coordination, harmonisation and alignment among EU Member States and the European Delegation and with other development partners (DPs) and the Government of Kenya leading to greater aid effectiveness and visibility of European joint support;

3. To enhance the overall effectiveness of the European aid to Kenya through the support to the Development Partners Group in Kenya and the Government of Kenya.

Qualifications

It is expected that the category I expert will be based in Kenya for at least half of his/her assignment (tentatively twice a year). The Expert will work approximately 30 days per year, out of which maximum 15 days can be worked remotely for input for key specific activities related to EU DCs, DPG dialogue with the Government of Kenya, development of joint strategies, annual GAP report and JP monitoring report for instance.

Qualifications and skills

Education: Master's degree related to at least one of the following fields: international development, international relations, public policy, political/social science, public relations. In absence of a master's degree, equivalent professional experience (Bachelor’s degree plus at least one year of additional experience in the fields mentioned in addition to the required general professional experience of 12 years).

General professional experience:

Professional experience: S/he will have at least 12 years of general professional experience in the sector (s) related to the lot.

Specific professional experience:

S/he will have at least at least 4 years of experience related to development co-operation and 1 year of experience in development assistance effectiveness including joint donor programming, preparation and/or implementation of joint donor strategies, donor harmonisation and donor co-ordination.

Specific requirements that entail an advantage:

  • Experience in EU coordination and/or joint programming;
  • Experience in facilitating/managing complex policy dialogue, conducting analytical research related to public policy;
  • Recent experience in Kenya;
  • Experience in other African countries;
  • Proven experience in organising and conducting workshops with beneficiary governments and development.

Soft skills:

  • Good interpersonal and communication skills;
  • Excellent communication, writing and editing skills (proof of previous printed publication/reports of the proposed Expert (category I).

Language skills:

  • Fluent in English language;
  • Knowledge of other European languages or Kiswahili would be an advantage.
