The global objective is to improve the effectiveness and efficiency of Albania’s use of EU financial assistance in the field of agriculture and rural development.

The specific objective of this contract is to strengthen the capacity of relevant bodies to implement the successive IPARD programmes under indirect management mode in compliance with relevant EU rules and regulations.

Qualifications

The Team Leader (expert 1) will be responsible for overall project management and implementation, including logistical issues, co- ordination with the other experts, and liaison with the Contracting Authority and Beneficiaries. S/he will provide consultations, advice, guidance, and support to the Beneficiary institutions, together with the other experts. S/he will supervise the other experts and ensure the timely delivery and quality control of all outputs. S/he will be in charge of all reporting tasks, including needs/gap assessments.

The presence the Team Leader is required at the kick-off and debriefing due respectively at the beginning and end of the contract, as well as at the quarterly steering committee meetings, where the quarterly progress reports will be presented and discussed. The expert must be independent and free from conflicts of interest in the responsibilities s/he takes on.

 Qualifications and skills:

• University degree (at least master’s degree academic level) in business, finance, management, public administration, public financial management, law or equivalent, or equivalent professional experience (at least 5 years in addition to the minimum general professional experience as defined below); a higher degree is an asset;
• Certification as auditor in one of the EU member-states;
• Duly attested expertise in internal control or system audit; expertise in both is an asset.

General professional experience:

• Minimum 12 years of professional experience in financial management; experience in public financial management will be an asset o Team leader position in at least 1 publicly funded project with a minimum value of EUR 75,000.

Specific professional experience:

• Minimum 4 years of professional experience acquired in the context of system audit, internal control, irregularities, and / or anti-fraud o Experience with aspects of the work of the IPARD management structure relating to internal control systems and anti-fraud measures is a strong asset;
• Previous relevant experience in Western Balkan countries is an asset.

Language skills:

• Fluency in written and spoken English.
