The global objective is to improve the effectiveness and efficiency of Albania’s use of EU financial assistance in the field of agriculture and rural development.

The specific objective of this contract is to strengthen the capacity of relevant bodies to implement the successive IPARD programmes under indirect management mode in compliance with relevant EU rules and regulations.

Qualifications

Under the team leader’s supervision, expert 2 will cover the part of the assignment relating to financial management (to the exclusion of reporting tasks).

The presence Expert 2 is required at the kick-off and debriefing due respectively at the beginning and end of the contract, as well as at the quarterly steering committee meetings, where the quarterly progress reports will be presented and discussed. The expert must be independent and free from conflicts of interest in the responsibilities s/he takes on.

Qualifications and skills:

  • University degree (at least master’s degree academic level) in business, finance, management, accounting, public administration, public financial management or equivalent, or equivalent professional experience (at least 5 years in addition to the minimum general professional experience as defined below); a higher degree is an asset.

General professional experience:

  • Minimum 6 years of professional experience in financial management; experience in public financial management will be an asset.

Specific professional experience:

  • Minimum 4 years of professional experience acquired in the context of the management of accounts and / or financial operations in the context of publicly funded external financial assistance;
  • Experience acquired in the context of EU external aid programmes, and/or structural/cohesion funds is an asset;
  • Experience acquired in the context of IPARD (and / or predecessor programme SAPARD) is a strong asset;
  • Experience with aspects of the work of the IPARD management structure relating to financial management (management of accounts and financial operations) is a strong asset;
  • Experience with aspects of the work of the IPARD operating structures relating to financial management (payments, accounting, reporting, audit trail etc) and is a strong asset;
  • Experience with auditing techniques is an asset.

Language skills:

  • Fluency in written and spoken English.
