The main objectives of this evaluation are to provide the relevant services of the European Union and the interested stakeholders with:

  • An overall independent assessment of the past performance of the Solar Nigeria 3, paying particular attention to its ‘intermediate’ and ‘long-term’ results measured against its expected objectives; and the reasons underpinning such results;
  • Key lessons learned, and recommendations that will aid the improvement the next phase of this intervention bearing in mind the ongoing programming activities for the next cycle of implementation (2021-2027).

In particular, this evaluation will serve to understand the performance of the Intervention in relation to the following;

  • Validity of assumptions: Determine if the assumptions are still valid and if/how they are affecting the programmes and determine if other assumptions have emerged;
  • Impact: assess the relevance of any existing set of indicators (process, result and impact) and mechanisms that have been defined to measure benefits and impact;
  • Stakeholders: Assess the level of satisfaction of project stakeholders with output and level of awareness of funding by EU.


Team Leader (to be identified in the Organisation and Methodology and in the Financial Offer) is expected to be a Cat I expert, possess a demonstrable senior evaluation expertise coherent with the requirements of this assignment and not provide less than 30 working days, out of which at least 15 in the field.

Qualifications and skills:

A Bachelor degree with a second degree (MSc or PhD) in any science related field.

General professional experience:

A minimum of 12 years general professional working experience in renewable energy, natural resources management projects.

Specific professional experience:

  • The expert should have 8years experience in evaluation of EU and donor funded projects in the area of renewable energy, natural resources management as demonstrated by 4 successful assignments as team lead;
  • The expert should have experience in formulation of public off-grid energy interventions;
  • Experience with European Union Framework contract for EU external actions is required;
  • Experience in evaluating off-grid energy access project would be a strong advantage;
  • Highly developed interpersonal skills to constructively interact with stakeholders at all levels;
  • An experience in Nigeria or West Africa will be an added advantage.
