The global objective of this assignment is to strengthen Public Finance Management in the four States of FSM in the medium- to long-term.

The specific objective is to review the PFM related legal framework for all four States, identify areas for revision and update/re-write Financial Management Regulations for each of the four States aiming at unified FMR, but considering State specific PFM regulations, procedures and needs as indicated above.


  • General description of the position: Senior Advisor to support the four States in their endeavor to review their PFM legislation and update/revise their Financial Management Regulations in particular. The Advisor will work under the guidance of the DoFA Secretary of Finance;
  • Expert category: Cat. I (>12 years of experience);
  • Qualifications and skills required: At least Masters’ Degree in economics, finance, Public Finance Management (PFM), law or related disciplines; or, in its absence, equivalent professional experience of four additional years;
  • General professional experience: At least 12 years’ professional experience in the field of PFM and proven extensive experience in drafting laws, regulations or guidelines in at least three of the following fields: Public Investment Planning, Fiscal Forecasting, Budgeting, Treasury Operations, Payroll, Cash Management, Revenue Collection and Management, Public Procurement, Asset Management, Internal Control, FMIS;
  • Specific professional experience: Proven experience in developing PFM-related legislation and regulatory frameworks for different levels of Governments, preferably in Federal States. Experience in the application of Generally Accepted Accounting Principles is an asset. Experience working in Pacific Small Island States is an asset;
  • Language skills: Excellence in spoken and written English is essential.
