The aim of the contract is to confirm to the National Authorising Officer (NAO) to determine whether the management structure and the operating structure satisfy the requirements set out in Framework Agreement (IPA II),the Sectoral Agreement and the IPARD II programme, for re-submitting the revised documentation for the measures 7 and 9 to the EC (DG AGRI) for entrustment with budget implementation tasks for IPARD II.

The purpose of this assignment is to perform an assessment with regards to IPARD II, in order to provide reasonable assurance whether the NAO Support Office (NAO SO), National Fund (NF), the IPARD Operating Structure (Managing Authority and IPARD Agency) and delegated bodies (if applicable) comply with the applicable requirements for submitting a request to the EC (DG AGRI) for entrustment with budget implementation tasks for the measures (M7 - ’Farm diversification and business development’ and M9 - ‘Technical Assistance’), making use of the audit work already performed by earlierexternal auditor(s) and by the audit unit of DG AGRI.

Qualifications

All experts should possess excellent command of English, both written and spoken.

Qualifications and skills:

  • Masters degree in economics, agro-economics, business administration/management, financial control, accounting or, alternatively, Bachelor degree in the same fields accompanied by 4 years of general professional experience in addition to the general professional experience duration fixed below
  • Membership of a national accounting or auditing body or institution which in turn is member of the International Federation of Accountants (IFAC). In case this organisation is not member of the IFAC, the Audit manager commits him/herself to undertake this engagement in accordance with the IFAC standards and ethics set out in these ToR.

General experience:

  • At least 12 years of professional experience as a professional Auditor or accountant in public audit practice.

Specific experience requirements from the team as a whole (to be met by at least 1 of the team members):

  • Experience in accreditation procedure for SAPARD and/or IPARD
  • Experience in managing/paying/implementing/audit functions in a National Fund, Certifying Authority or a CFCU or a body responsible for implementation of EU-funded projects and programmes
