Global objective

The global objective of this contract is to assist Kosovo Government in enhancing accountability, transparency and effectiveness of the public administration, with focus on the needs of the citizens and businesses.

Specific objectives

Provision of an informed assessment of the progress made in the implementation of PAR sector reform contract through the assessment of progress made with regard to the implementation of the relevant strategic documents and through the evaluation of indicators and their targets.

EU funded actions must promote the cross-cutting objectives of the EC: environment and climate change, rights based approach, persons with disability, indigenous peoples and gender equality.


Qualifications and Skills

  • Master Degree or, in case of not having a Master’s Degree, 5 years of general experience above the 12 years required as general experience in paragraph below;
  • Excellent analytical and communication skills;
  • Proficient in report drafting;
  • Proficient level in English both written and spoken.

General professional experience

Specific professional experience

  • At least 3 years’ experience in development, analysing national policies and strategic document;
  • At least 3 years’ experience in advocacy activities related to the government legislative processes or experience in conducting public consultation with CSOs, business organisations or other groups of interests or public institutions at central and local level;
  • Experience in at least 2 projects as Deputy/Team Leader supporting implementation of donor funded projects. Experience in EU budget support operations would be an advantage. (Please note: only experience in projects of at least 6 months (120 working days) will be counted as relevant for this criterion).
