The overall objective of the project of which this contract will be a part is to drive forward educational attainment and skill levels by providing access to all and combatting early school leaving/absenteeism.

The purpose of this contract is to support efforts to increase attendance and enrolment rates in secondary education through development and

In the scope of the Project, several interventions will be carried out with a view to contribute to increasing attendance and enrolment rates in secondary education such as;

  • Developing and implementing (in pilot schools) an integrated model of prevention, intervention and compensation including different components to prevent early school leaving of students,
  • Preparing a national strategy paper on the prevention of absenteeism and early leaving from education and training;
  • Preparing action plans for each pilot school on the prevention of absenteeism and early leaving from education and training;
  • Designing and delivering comprehensive training programmes;
  • Designing and implementing awareness raising campaigns and activities to the staff of the MoNE, teachers, school administrators, students and their parents, civil society and the public; and
  • Carrying out field and monitoring visits in the pilot provinces.


Qualifications and skills

  • Bachelor degree in one of the fields of educational sciences or social sciences or in the absence of such a degree minimum 10 years of working experience in one of the fields,
  • Excellent command of written and spoken English,
  • Master degree, preferably in the fields of or educational sciences or social sciences will be an asset.

General professional experience

  • Preferably 8 but a minimum of 6 years of professional working experience in capacity building projects.

Specific professional experience

  • Preferably 4 but a minimum of 2 years of professional experience in drafting and/or developing and/or implementing of training programmes and/or content development,
  • Minimum 2 years of experience in the field of secondary education or inclusive education,
  • Preferably 3 years but a minimum of 1 year of professional experience in conducting and/or implementing research activities (i.e. benchmarking study, current situation and needs analysis).
