External Results Oriented Monitoring (ROM) reviews and support missions concerning projects and programmes financed by the European Union for the Asian and Pacific regions including OCTs.

Results Oriented Monitoring (ROM) reviews aim to assist the European Commission's (EC) services and EU Delegations (EUD) in monitoring of and reporting on EU financed development and cooperation projects and programmes (hereafter "projects") in third countries through independent reviews of the progress of their implementation and the achievement of project results.

This lot covers the EU funded national and regional projects and programmes whether single or multi-country in Afghanistan, Bangladesh, Bhutan, Cambodia, China, Cook Islands, East-Timor, Fiji, French Polynesia, India, Indonesia, Iran, Iraq, Kazakhstan, Kiribati, Kyrgyzstan, Laos, Malaysia, Maldives, Marshall Islands, Micronesia, Mongolia, Myanmar, Nauru, Nepal, New Caledonia and Dependencies, Niue, Pakistan, Palau, Papua New Guinea, Philippines, Pitcairn, Samoa, Solomon Islands, Sri Lanka, Tajikistan, Thailand, Tonga, Turkmenistan, Tuvalu, Uzbekistan, Vanuatu, Vietnam, Wallis and Futuna Islands, Yemen.

Qualifications

Qualifications and skills

• University master degree (or equivalent);
• Fluent in French and English;
• For ROM reviews in Central Asia: fluent in speaking Russian.

General Professional Experience

• Minimum of 10 years of experience in development cooperation;
• Minimum of 5 years of experience as project manager.

Specific Professional experience

• Minimum of 10 years of experience in the area of expertise corresponding to the project for the review of which the expert is proposed. In the case of a support mission to end of project results reporting, the area of expertise must be statistics and performance measurement;
• Minimum of 3 years of experience in results based approaches, monitoring, and/or evaluation;
• Minimum of 3 years of experience in Asian, Central Asian, Gulf or Pacific countries;
• Good knowledge of EU and other donors implementing modalities;
• Experience in gender mainstreaming related to his/her area of expertise;
• Prior experience with ROM missions is an advantage.
