Main Objectives

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:

  • an overall independent assessment of the past performance of 'EU Support to the Jordan Response to the Syrian Crisis – ShamalStart', paying particular attention to its results and challenges measured against expected objectives; and the reasons underpinning such results;
  • analysis of the coherence and synergies with ongoing EU actions (mainly JADE) and future EU actions (mainly 'Innovate Jordan');
  • key lessons learnt, conclusions and related recommendations for ongoing ShamalStart Phase 2, as well as for future similar EU actions in support of innovation and entrepreneurship ecosystem in Jordan.

Specific Objectives

In particular, this evaluation will serve to distil lessons from this action which was practically a pilot project, and understand how (if successful) the model could be replicated either in Jordan or in other country in the region.

This evaluation will also serve to understand the performance of the Action, its enabling factors and those hampering a proper delivery of results in order to identify key lessons learnt that could be useful for improved future EU interventions and Actions in the same sector. The evaluation will also draw conclusions on the impact and sustainability of given Actions.

The main users of this evaluation will be the European Union, the implementing partners, other institutions providing similar services to SMEs and the Government of Jordan, who has recently shown an interest in support incubation/acceleration in the regions.


Minimum requirements

  • University degree (Master's Degree Academic level) in a subject relevant for the sector (Economics, Business, Public Administration etc.) or equivalent experience of 5 years (which must be above the general professional experience duration fixed below);


  • At least 12 years of experience in the sector related to the Lot and sound practice of development interventions in the area of the Private Sector development, Entrepreneurship, and Innovation, with focus on incubation/acceleration services;
  • At least 5 years in programme/project evaluation, with at least 3 evaluations conducted in the ENP region;
  • Working experience in Jordan or in other countries in the Middle East.

Language skills

Excellent written and spoken English.
