Systematic and timely evaluation of its programmes and activities is an established priority of the European Commission. The focus of evaluations is on the assessment of achievements, the quality and the results of Actions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches and the contribution towards the implementation of the SDGs.

From this perspective, evaluations should look for evidence of why, whether or how these results are linked to the EU intervention and seek to identify the factors driving or hindering progress.

Evaluations should provide an understanding of the cause and effect links between: inputs and activities, and outputs, outcomes and impacts. Evaluations should serve accountability, decision making, learning and management purposes.

The main objectives of this evaluation are to provide the relevant services of the European Union and interested stakeholders.

  • An overall independent assessment of the performance of LogisMedTA, paying particular attention to its intermediate results measured against its expected objectives; and the reasons underpinning such results;
  • Key lessons learned, conclusions and related recommendations in order to improve current and future Actions at regional or bilateral level.
  • It will be a service contract in direct management by the European Commission;
  • It will be a regional project covering all ENI South countries and possibly other UfM Member States;
  • It will integrate new activities directly aimed to support Motorways of the Sea projects and maritime connections between logistic zones in the Mediterranean.

The findings of the evaluation will feed into the drafting of the terms of reference of a follow-up activity for which 3 million EUR have been foreseen for 2020-2024. This new activity will need to be informed on the progress made by the LogismeTA project, per activity and per country and will benefit from a third party’s view on the lessons learnt. This follow-up activity will already introduce the following changes:

The main users of this evaluation will be NEAR Directorate B and EU Delegations in the ENI Neighbourhood South as well as the project partners.

Qualifications

In case of a single expert, he/she is expected to be a Cat I expert, possess a demonstrable senior evaluation expertise coherent with the requirements of this assignment.

In case of a team, one member of the evaluation team will be appointed as Team Leader. The Team Leader is expected to be a Cat I expert. The Team Leader or second expert should possess a demonstrable senior evaluation expertise coherent with the requirements of this assignment.

Minimum requirements of the team:

  • At least 1 year of experience in the management of EU development and cooperation projects in positions of project manager, team leader or key expert. Experience of regional projects would be an advantage;
  • At least one member of the team: 5 years of professional experience in the field of logistics, specific experience in the beneficiary countries would be an advantage;
  • At least one member of the team had one assignment covering Motorways of the Sea projects or an equivalent maritime connectivity experience;
  • At least 3 years of experience in evaluation of development and cooperation projects out of which at least 1 evaluation of regional programmes/projects and at least 3 evaluations in the last 3 years.

Language skills of the team:

  • English: at least 1 member shall possess a level C1 expertise;
  • French: at least 1 member shall possess a level C1 expertise;
  • Arabic would be an advantage.
