The main objectives of this evaluation are to provide the relevant services of the European Union and the interested stakeholders with:

  • An overall independent assessment of the Transport sector financial cooperation, paying particular attention to the results and impact of the OP measured against their expected objectives; and the reasons underpinning such results;
  • Key lessons learned, conclusions and related recommendations in order to improve current and future Actions.

In particular, this evaluation will assess the impact, sustainability and the performance of EU pre-accession assistance in the transport sector, in terms of the human and financial resources allocated and the results obtained in order to verify that they were consistent with the objectives set in the relevant IPA Regulations and the project and programme documents, with a focus on sector based programming for the future.


Qualifications and skills:

  • Education at least Master’s Degree or, in its absence, equivalent professional working experience of minimum 15 years in the sector(s) related to, i.e. transport and/or evaluation and/or environment.

General professional experience:

  • At least 12 years’ in the sector(s) related to assignment, i.e. transport and/or evaluation and/or environment.

Specific professional experience:

Each expert must have minimum 5 years of specific experience in total accumulated in one or more of the below areas of expertise. The team as a whole have to provide expertise in the following areas of specialisation:

  • Programme and/or Project Evaluation of internationally funded projects. Experience in Programme and/or Project Evaluation of EU financed projects is a strong asset;
  • Programme and project design (programming) for international financing. Experience in Programme and project design (programming) for EU financing is a strong asset;
  • Management of railway infrastructure and/or implementation of major railway infrastructure projects;
  • Transport Sector Policy development in either maritime or road transport or railways or civil aviation;
  • EU acquis and regulations in the field of Transport;
  • Environmental issues and Climate Change;
  • Transport Economics.

Language skills:

  • English, level C1.
