The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with:

  • An overall independent assessment of the past performance of the ENPARD Moldova – Support to Agriculture and Rural Development” (ENI 2014/034-128), paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
  • Key lessons learned, conclusions and related recommendations in order to improve future Budget Support programmes.

In particular, this evaluation aims at assessing:

  • To what extent the ENPARD Moldova – Support to Agriculture and Rural Development” has achieved its expected results, notably through contributing to the implementation of the partner government’s sector strategies National Agricultural and Rural Development Strategy 2014-2020 by providing opportunities for the improvement of national policy processes and policy implementation;
  • The evaluation should also specifically analyse how the budget support programme has contributed (or not) to strengthen Public Financial Management (PFM) systems, including improved transparency within government systems, improved Domestic Revenues Mobilisation and stronger accountability;
  • The evaluation will also pay attention to other aid modalities, in order to assess the complementarity and synergy (or discrepancy) of these modalities with budget support;
  • It should also assess the effects of the budget support operation on the M&E systems in the sectors supported by the programme. Budget support should aim to strengthen the monitoring systems in the sectors it supports, in alignment with the existing national level monitoring and evaluation systems and contribute to the improved availability and credibility of data. Availability of the robust progress reports by the government, providing results information against targets set under the strategy, and the use of these reports to facilitate informed policy dialogue between the different stakeholders (CSOs, private sector, Parliament, donors) and evidence-based decision making is one indicator of the capacity of the government in the area of M&E.


Minimum requirements of the expert:

  • University degree of minimum 4 years of study in economics, finance, agricultural economics, public administration, statistics or similar subject. Or, in the absence of the required academic degree, 6 years of professional experience on top of the years of “general professional experience” required;
  • At least 3 years’ ofrelevant professional experience in dealing with agriculture and rural development or fields relevant to the assignment.

Expertise required within the team:

  • For at least one member of the team: Experience in at least 2 evaluations (mid-term or ex-post) of EU-funded projects or EU programmes implemented in the current Instrument for pre-accession (IPA) or European Neighbourhood Instrument (ENI);
  • For at least one member of the team: Experience in at least one project related to evaluation of budget support programmes is an asset;
  • In addition, during the last 7 years at least one member of the evaluation team must have conducted, as key expert, at least 2 evaluations of PFM projects (or programmes including a PFM component) and/or 2 years of experience in the area of PFM.

Language skills of the team:

  • English: all members of the team shall possess a level C2 expertise;
  • Romanian/Russian language: at least 1 member shall possess a working level knowledge of Romanian or Russian.
