Framework contracts

PROMAN is a highly experienced framework contractor. Framework contracts (FWC) are horizontal contracts put in place by donors to facilitate the implementation of external aid. The objective of FWC is to provide, via individual assignments defined and contracted through Specific Contracts, short-term expertise which can be mobilised at very short notice.

Framework contract Commission 2015 (COM 2015), Lot 1: Evaluation (EC) (member Landell Mills consortium) Back

The scope of this contract is to carry out strategic evaluations, whether:

  • at Country level
  • thematic and sectoral level
  • of Budget support operations
  • of Financial instruments
  • of Channels of aid implementation (other than Budget support)

The activities covered by the FWC COM 2015 Lot I, require a wide range of knowledge, particularly:

  • EU Evaluation methodology and OECD DAC approach for evaluation of Budget support operations
  • evaluation tools: qualitative and quantitative research methods, data collection and processing tools
  • EU international relations, development policy and its implementing instrument and modalities
  • sectoral/geographical specific knowledge

The geographic coverage includes countries under the portfolio of the Directorate General for International co-operation and development – EuropeAid and Directorate general for Neighbourhood and Enlargement negotiations.

PROMAN is member of the consortium led by Landell Mills (UK).
